Comments may be filed electronically via the Internet: Go to the FERC website and click on "e-filing" which is a sub-link under the “Documents and Filings” link.
After you get to the e-filing page, you must register with FERC or you can click on the “Quick Comment“ link and then follow instructions. This will result in the issuance by FERC of an email to you which will lead you to a form on which you can make your comments. On the form, input 459-P in the docket number box, do not click on the "search" box, but do go ahead and write in your comments and then click on the "send comments" box.
